Hurricane 3 is the best-known Chinese tacky rubber, and this is its commercial Neo version: a genuinely tacky topsheet on a factory-tuned sponge. On a full stroke it produces heavy, low-arcing spin; on a short or passive stroke it gives back very little speed. Chinese players have built their game on it for decades, and in the right hands it is still formidable.
Every hardness of it is demanding, and most of all on the backhand. Some players in the Chinese national team use the 37° (red) on that side; 38° to 40° (black) are forehand hardnesses, and 39° and 40° feel close to the provincial version and want a committed swing.
It suits you if you want the classic Chinese forehand feel for less than the Provincial, or want to find out whether tacky rubber suits you before choosing the Hurricane 3 Neo Provincial.
It does not suit you if you block and counter close to the table, want speed without swinging for it, or want an easy backhand — the QuanShiBao sheets, Yinhe Mercury II or Yinhe Moon 12 Blue ask far less of you.

Two thin coats on the sponge, one on the blade. Let every coat dry completely clear before the next — a milky surface means it is not ready, and trapped moisture is a common cause of bubbles.
- Use a water-based glue. DHS No. 15 Glue is the one we stock.
- Roll from the centre outwards to push air to the edges.
- Trim with a sharp blade along the edge of the wood, or with sharp scissors — curved ones make the rounded edge easiest.
- Between sessions, use the protective film or another topsheet cover, so dust stays off and the tack lasts longer.

Hurricane 3 Neo sheets are factory-tuned, and many players, especially in China, boost them further to make the sponge more elastic and faster. Boosting also softens the sponge slightly.
One thin coat is enough for most players. Leave the sheet weighted flat for 12 to 24 hours so it expands evenly, then glue and mount as normal. More coats increase the effect and shorten how long the sheet lasts.
Boosting is irreversible, so it is worth playing the sheet as it comes for a few sessions first, to have a baseline to judge against.
