The Provincial grade sits between the commercial Hurricane 3 and the national version: a genuinely tacky topsheet over a hard, dense blue sponge. It grabs a slow ball immediately, which helps when opening with a loop against heavy backspin.
Against fast incoming balls it is demanding. The tack does little for you if you are not swinging through the ball, so short punch-blocks and passive counters feel slow compared with a European sheet. This is a rubber that rewards strong footwork and a full stroke.
It suits you if you play a forehand-dominant attacking game, open the point with a loop against backspin, and train regularly.
It does not suit you if you are still developing stroke length, play mostly very close to the table and take the ball early, want speed without effort, or are looking for a backhand sheet — at 39° and up this is a forehand rubber. The Loki Rxton 9 and the QuanShiBao sheets give you classic Chinese power on a more elastic, livelier sponge, the Yinhe Mercury II is the forgiving forehand sheet for a beginner, and on the backhand the Yinhe Moon 12 Blue is the soft, easy option.

Two thin coats on the sponge, one on the blade. Let every coat dry completely clear before the next — a milky surface means it is not ready, and trapped moisture is a common cause of bubbles.
- Use a water-based glue. DHS No. 15 Glue is the one we stock.
- Roll from the centre outwards to push air to the edges.
- Trim with a sharp blade along the edge of the wood, or with sharp scissors — curved ones make the rounded edge easiest.
- Between sessions, use the protective film or another topsheet cover, so dust stays off and the tack lasts longer.

Hurricane 3 Neo sheets are factory-tuned, and many players, especially in China, boost them further to make the sponge more elastic and faster. Boosting also softens the sponge slightly.
One thin coat is enough for most players. Leave the sheet weighted flat for 12 to 24 hours so it expands evenly, then glue and mount as normal. More coats increase the effect and shorten how long the sheet lasts.
Boosting is irreversible, so it is worth playing the sheet as it comes for a few sessions first, to have a baseline to judge against.
